 A)    Procedure for Garbage reception at MbPT. 

      a) Jawahar Dweep & Pir Pau :

This facility is provided by employing a private contractor through tender procedure. Presently M/s   Sagar Enterprises are carrying out this job for MbPT. The necessary details are as follows.

     b) Indira Dock , Princes & Victoria Dock :  

 Dustbins are provided inside the docks area at various suitable locations for the reception of garbage from the vessels visiting at ID and P&V docks. 

          Agents of respective vessels make the necessary arrangement for removal of garbage through private firms for putting the garbage from vessels into the nearby dustbins provided on shore. This garbage is then contractually transported by MbPT to the MCGM dumping ground at Deonar, by dumpers/trucks. Further processing of the garbage/solid waste is done by MCGM at their end.

B) Procedure for removal of Waste Oil/ Used Oil/Slop from MbPT (issue of licence/ registration procedure) 

           For collection & disposal of used oil/waste oil/slop as per MARPOL 73/78 Act, Mumbai Port Trust  provides this facility for vessels calling at the port through the private firms registered with Central Pollution Control Board (CPCB) and having valid consent to operate from the State Pollution Control Board. Any firm having valid CPCB/SPCB registration/consent can apply to MbPT for the registration. The fee for registration with MbPT is Rs. 10,000/- per year. The agents of the vessel make the necessary arrangement, through these private firms, which are registered with Mumbai Port Trust after paying an annual licence fee of Rs.10,000/- for discharge/reception of the waste oil/used oil/bilge water/slop etc. from the vessel. The waste oil/Bilge water so collected is recycled by these firms for further use/disposal. The detailed information is attached as Annexure ’I’.

 

C) Reception facility for receiving slop/dirty ballast at J.D. from vessels 

          MbPT has started pumping these waste oils/oily water mixtures etc. directly to refineries from the reception facilities in co-ordination with the refineries. 

          The oil water separator tank at MOT JD is not in use. The residual oil in the marine loading arms and the waste oil (dirty ballast/slop/crude oil washings) all belongs to the oil companies who are the owners/importers/exporters of this liquid cargo. Though these are received in MbPT’s reception facility (i.e. closed tanks), processing of the same has since been discontinued as the cargo and its by-products i.e. the waste oils do not belong to MbPT.
