1. Submission of berthing applications on PCS With a view to improve efficiency and transparency, the electronic submission of applications for berthing of vessels is made mandatory in PCS. 4. Simplification of Import Procedure As discussed during the Workshop on “Same Day Clearance” held jointly by the Chief Commissioner of Customs and Chairman, MbPT, MbPT have simplified import delivery procedure by doing away with CDO forwarding and CDO passing formalities carried out at CDO Office. After Customs examination, the CHB/Importer can directly approach the Shed for “Shed Passing” and can take delivery of cargo after submission of EDO, Customs Out of Charge and payment of Port Charges. 5. Allowing scanning of containers directly As discussed during the Workshop on “Same Day Clearance” held jointly by the Chief Commissioner of Customs and Chairman, MbPT all the containers moving under the transhipment permits from JNPT to MOD at Mumbai Port and earmarked by Customs for scanning are allowed to be taken directly by the transporter to Customs scanning centre at Wadi Bunder and after scanning, the containers are to be moved to MOD for further transaction. 6. Concessional storage charges for cement cargo brought by coastal vessels / MBCs in docks Coastal cement cargo is permitted additional 8 days at 11 ID coastal shed @ Rs.3.73 per ton per day beyond 6 free days for clearance. 7. Increase in free storage days for Calcite Chips cargo discharged and stored inside docks With a view to increase the Calcite Chips cargo in Mumbai Port, free period upto 15 days are allowed to the consignee of Calcite Chips for clearance of cargo. 8. Concessional rates for demurrage on export of sugar and Volume Discount Scheme With a view to encourage sugar export through Mumbai Port, the concessional rates of demurrage @ Rs.88/- per ton per month from 31st day to 60th day for export of sugar has been provided w.e.f. 1.1.2021 for a period of one year. Further, if exporter has shipped 50,000 tons or more of sugar within 12 months period from 1.1.2021 to 31.12.2021, they shall be eligible for 20 % rebate on stevedoring charges. 9. Simplification of procedure for clearance of coastal cement in bags Existing procedure for discharging and clearance of coastal cement in bags has been simplified. CHB/Importers will not be required to obtain Gate Pass for Coastal Cement cargo from MbPT and they will be allowed delivery on their Delivery Challan, similar to Dry Bulk and Liquid bulk cargo. The new procedure is effective from 01.03.2021 for the vessels arrived on or after 01.03.2021. (Circular no. TM/ID/CIRCULAR/05 dated 26.02.2021) |

10. Concessions for export of all agricultural products like Sugar, Rice, Soyabean meal, Wheat, Maize etc. With a view to encourage export of agricultural products like Sugar, Rice, Soyabean meal, Wheat, Maize etc. through Mumbai Port and for reduction of cost in Mumbai Port free days / storage / demurrage are permitted as follows : i) to allow first 30 days free i.e. from Day 1 to Day 30; ii) to levy flat demurrage rate of Rs. 44/- per tonne for the period 31st day to 45th day; iii) to levy flat demurrage rate of Rs. 66/- per tonne for the period 46th day to 60th day; thereafter, to levy demurrage charges as per section 3.1 (B) of Scale of Rates (SOR) considering 61st day as Day I. Further, slabwise rebate in stevedoring charges to the exporters for exporting sugar, rice, wheat, maize, soyabean meal etc. during the period 01.01.2021 to 31.12.2021 as under : 01 tonne to 24,999 tonnes : 10% rebate , 25,000 tonnes to 49,999 tonnes : 15% rebate , 50,000 tonnes and above : 20% rebate The above scheme is applicable for the period from 01.01.2021 to 31.12.2021 to be reviewed thereafter. 11.Concessions for export of Organic Soyameal in bulk from Mumbai Port With a view to encourage more agri products like Sugar, Rice, Soyabean meals, Maize, Wheat etc. through Mumbai Port following additional facilities/ concessions are being extended for handling organic soyameal at Mumbai Port. i) In cases, where soyameal rejected cargo taken back to town is replaced immediately by fresh equivalent cargo, no demurrage will be charged for the tonnage replaced. ii) However, where soyameal rejected cargo are to be taken back to town (i.e. no equivalent replacement cargo brought in), instead of blanket free days, demurrage rates on such cargoes as below will be applicable- (a) First 15 days free; (b) Flat demurrage @Rs.44 per ton for the period from 16th day to 22nd day; (c) Flat demurrage @Rs.66 per ton for the period from 23rd day to 30th day; and thereafter demurrage charges as per Section 3.1 (b) of Scale of Rates (SOR) considering 31 st day as day 1 (Circular no. 12. Pre-shipment facilities for storage of export cargo In view of the ongoing monsoon and spurt of Iron & Steel export cargo, the pre-shipment storage facility (for 21 free days) at Shed Nos. 12ID and 20 ID for export of Iron and Steel is permitted till 30.09.2021 to be reviewed thereafter. 13. Priority berthing for Sugar Vessels As per the directions of Ministry of Ports, Shipping and Waterways (PD-IV Section) vide letter No.PD-24015/12/2021-PD-IV dated 08.02.2021, the berthing priority to vessels for export of sugar with productivity norms between 2750 MT to 3500 MT per day for achieving overall export target shall be granted on the request of Vessel Agents and / or Exporter on payment of charges as per the Scale of Rates. 14. 16. Preventive measures for removal of unsafe practices/ conditions during cargo handling operations in Docks. In order to ensure proper measures for preventing unsafe practices/conditions/accidents during cargo handling operations related to training to be provided, considering the load chart of the equipment etc. Circular to Trade was issued vide Circular No. TM/ID/Dock Safety/1673 dated 17.09.2021. 17. Remedial measures for removal of unsafe practices/conditions during cargo handling operations. As per recommendations of National Safety Council (NSC), vide Circular No. TM/ID/Dock Safety/1706 dated 21.09.2021, Trade were issued instructions for carrying our ultrasonic flaw detection test on lifting hooks and load bearing pins of 4 deck cranes of the ship, load bearing pins of hired cranes and to ensure that there is no defect or deformity or hairpin cracks. Destuffing and delivery of containers from 1 Unclear Warehouse, Indira Dock It was decided to bring containers brought from coastal route through barges from JNPT, shall be stored at 1 ID open area and direct delivery of FCL containers from Docks will be permitted subject to completion of MbPT and Customs formalities. 22. Nomination of area at S Plot for storage of Gypsum under provisions of General Bye Laws. In view of the demand from Trade “S” Plot has been nominated for storage of Gypsum cargo on recovery of charges under provisions of General Bye Laws. 23. Grant of extended free days for levy of demurrage on import cargo and Licence (Storage) fees on containers/Mafis. In order to attract fresh cargo/ containerized traffic, it has been decided that the facility for grant of extended free days for levy of demurrage on import cargo and licence (storage) fees on containers and mafis will be extended for a further period of six months i.e. from 20.11.2021 to 19.05.2022 vide circular No. TM/N/13-5/Circular/81 dated 18.11.2021. 24. Grant of concessional free days for import/coastal consignments of Iron and Steel – Extension of. In order to encourage importation of large volume of Iron and Steel cargoes through Mumbai Port and to attract more import/coastal traffic, it has been decided to continue the facility of extended free days for import/coastal consignments of Iron and Steel for a further period of one year from 20.11.2021 to 19.11.2022. vide circular No. TM/M/13-5/Circular/82 of 95-96 dated 19.11.2021. 25. Drive for adoption of multi-clean fuels (Electric CNG and LNG) to Mumbai Port. In order to promote drive for adoption of multi-clean fuels (Electric CNG and LNG) for vehicles in Port ecosystem, Mumbai Port decided to give priority to driver and cleaner of LNG, CNG, Electric goods vehicles , while applying and issuing of Dock Entry Permits at the Gates and Permit Section. A separate queue will be maintained for them. Also Gate passes for cargo loaded on LNG, CNG and Electric goods vehicles will be issued on priority. (Circular No. TM/Z-1/83 dated 26.11.2021) |

26. Storage facilities at ‘B’ plot for Project Cargo and Machineries at Mumbai Port In the event of non-clearance of the consignments within the period of 180 days, demurrage shall be recovered from 181st day onwards at the rate specified n Section 3.1(B) of Chapter III of the Scale of Rates, subject to revision/ modification from time to time. 36. Handling of calcite chips at Mumbai Port request for storage facilities. Board of Mumbai Port Authority approved nomination/notify open area either near Brown Gate or in C Section for storage of import calcite chips under provisions of Section 3.3(A) (II) of Chapter III of SOR. Accordingly, an open area admeasuring approx.. 1800 sq.mtr. near Brown Gate is nominated for storage of import calcite chips under provisions of Section 3.3(A) (II) of Chapter III of SOR. The cargo lying beyond 60 days shall be subjected to demurrage from 61st day onwards under provisions of Section 3.1(B) of SOR. Nomination of area for storage of calcite chips under Section 3.3(A)(II) of Chapter III of Scale of Rates In view of demand of the trade, Temporary Sheds ‘A”, ‘B’, and ‘C’ at MOD open yard are notified for storage of calcite chips cleared from Docks/Bunders for a period of 60 days on recovery of charges under provisions of Section 3.3(A)(II) of Chapter III of Scale of Rates. The above said cargo will attract demurrage at rates specified in Section 3.1(B) of Chapter III of the Scale of Rates (SOR) from 61st day onwards. 39. Storage facilities for Square tube{ Row tubes) of Solar Panel cargo at Mumbai Port. Due to demand from trade to provide pre-shipment storage facility for square tubes (Row tubes) of solar panel cargo during the monsoon period. Accordingly, 13A lD shed is nominated for pre-shipment storage (30 days free period) of square tubes (Row tubes) of solar panel cargo, for the monsoon period from 01.06.2022 to 30.09 .2022. 42. Extension of storage facilities for import agricultural products and concessional storage upto 180 days, at Outlying Areas. The subject scheme for import agricultural products has been extended for the period from 01.08.2022 to 31.07.2023 and will be reviewed thereafter. Due to spurt in cargo handling in Docks and resultant shortage of covered space, the storage facility of 60 days inside Docks (as was provided by earlier circular No. TM/D/4-3/66 dated 31.07.2021) for import agricultural products is discontinued. Weighbridge allocation In order to ensure “Ease of doing business” in Docks and bring efficiency and reduce costs to Trade, Mumbai Port Authority has started three weighbridges at 13 BID, 7ID& 7/8 VD inside docks. 44. Rationalisation of Tariff for Cruise Vessels The Ministry of Ports, Shipping & Waterways vide letter No.SW15011/2/202/-MG(CN-338503) dated 02.08.2022 informed that it has been decided by the Competent Authority to extend the ongoing rationalization of tariff for cruise vessels upto 30th September, 2022. 45. Pre-Shipment facilities for storage of Export cargo Shed Nos. 12 ID & 20 ID is nominated for pre-shipment of storage of 21 free days for storage of export consignment of Iron & steel cargo. The facility will be valid for 3 months from the date of this circular i.e. w.e.f 18.10.2022. Further, on expiry of 21 free days from the date of receipt of export cargo of Iron and Steel at above locations of Indira Dock, demurrage shall be levied from 22 nd day onwards, as per SOR provisions. 46. Grant of concessional free days for Import I coastal consignments of Iron & Steel — Extension of. In order to encourage importation of large volume of Iron & Steel cargoes through Mumbai Port and to attract more import/coastal traffic, it has been decided to continue the above said facility of extended free days for import/ coastal consignments of Iron & Steel informed by Circular dated 18.11.2021 for a further period of one year from 20.11.2022 to 19.11.2023. Grant of extended free days for levy of demurrage on import cargo & storage fees on In order to trade that the facility of free days for Storage fees on import cargo and containers will be available till 19.1 1.2022 and will be reviewed thereafter. 48. Nomination of areas at S Plot for storage of Gypsum under Section 3.3(A)(V)(i) of Chapter III of Scale of Rates. In view of demand from trade, the nomination of ‘S’ Plot for storage of Gypsum is further extended for a period of one year till 10.11.2023 and will be reviewed thereafter. The storage charges for Gypsum cargo will be levied as per Section 3.3(A)(V)(i) of SOR and for the period as provided in above-said circular No.TM/D/4-3/97 dated 07.03.2022. 49. Revised System Procedure (SP) for New/ Renewal of Registration for issuance of Dock Entry Permits (DEPs)- 2022. In order to process simplification of procedure, documents required, time of processing application file for new/renewal of registration at Permit Section, revised SP for new/renewal of registration of Dock Entry Permits (DEPs)- 2022 is formulated vide No.TM/P/19-15/39 dated 10.11.2022. 50. Standard Operating Procedure (SOP) for the transportation of CR/HR Coils in Mumbai Port Authority Premises. In order to avoid untoward incidents in Docks, Standard Operating Procedure for transportation of CR/HR Coils in Mumbai Port Authority premises has been adopted as a safety measure. 60. Fatal accident - Safety precautions reg. Recently, a fatal accident took place in Docks and in which two casualties have been reported. In order to prevent recurrence of such type of accident, following requirements are reiterated for strict compliance: • Cargo shall not be stacked to such a height and in such a manner as would render the pile unstable. 61. Fatal accident - Safety precautions reg. Recently, a fatal accident took place in MbPA Docks, in which two casualties have been reported. In the wake of above fatal accident, a meeting was held with Port users including Vessel Agents, Transporters and Labour Suppliers. In the said meeting, it was decided that Vessel Agents should give details of their Handling Agents, Labour Contractors, Transporters, Consignees in case of direct delivery etc. to the Traffic Department before berthing of vessel. Discharging and delivery of scrap material during night shift & IIIrd shift Discharging and delivery of all scrap material shall be allowed during the day shift only, on completion of Port and Customs formalities on proper documentation. 63. Risk Based Random Inspection System (RBRIS) - reg. The Government of India has ratified the ILO-C 81 and the main objective of the above convention is to establish a system of Labour Inspection to secure the enforcement of legal provisions relating to conditions of work and protection of workers while engaged in their work.
In this context, DGFASLI, Ministry of Labour and Employment, Government of India has taken initiative to develop Risk Based Random Inspection system (RBRIS) for enforcing the Dock Workers (Safety, Health and Welfare) Regulations, 1990 framed under the Dock workers (Safety, Health and welfare) Act, 1986 in the majors ports of India as a proactive measures.
This system will help in achieving the statutory compliance without hindering the flow of cargo handling in ports.

65. Transporters disobeying safety norms. Recently, an accident took place in Docks in which due to collision of motor lorry and motor bike, motor bike rider and pillion rider were got injured. Safety cell of MbPA carried out investigation of said accident and in order to prevent recurrence of this type of accident, following measures are suggested : i. Before turning vehicle to any direction the driver of the vehicle shall give signal to other vehicles well in advance ii. While taking turn the driver of the vehicle shall ensure that there is no one behind the vehicle or approaching towards vehicle. iii. The drivers of all the vehicle shall follow all road safety guidelines and strictly follow the speed limit of 08 Kmph. on wharf and 20 Kmph. on the roads and supervisor shall ensure the same. iv. The "Instructions to the Drivers" (copy enclosed) prepared by Safety Management Cell should be followed by all the drivers to ensure Road Safety in port premises. 66. Utilization of excess / un-authorised area by licensees/leases All concerned Shed Superintendents and Sectional Asstt. Traffic Managers are directed to take regular rounds in their respective areas and submit report periodically by 01st week of every month positively in order to avoid utilization of excess/unauthorized area by licensees/leases. 67. Standard Operating Procedure (SOP) for the Transportation of CR/HR coils in Mumbai Port Authority premises. Vide circulars dated 18.11.2022 and 29.03.2023, it was requested for strict compliance of the SOP for transportation of CR/HR coils in MbPA premises to prevent any untoward incident and loss of human life. It is observed that some of the transporters are not complying the said SOP which may endanger the life and safety of Dock workers. 68. Sub : Recommendation of incident examination committee on fatal accident at 18ID shed. Recently, a fatal accident took place in Docks and in which two casualties have been reported. In order to prevent recurrence of such type of accident, concerned agency shall ensure that – i) To have effective supervision and co-ordination between Vessel Agent/ Importer/CHB and Transporter during shifting of cargo from vessel to storage locations. ii) Any supervisor engaged by any agency have undergone Safety Training. iii) Workers / labours should be engaged for operations after imparting Safety Training. Before deployment of any workers/laboures for any dock work it shall be ensured that they have undergone requisite safety training to perform his duty effectively. iv) Supervisors/workers engaged by any agency shall ensure that they have undergone pre-employment/periodical medical examination by DGFASLI Empanelled doctors.
